Under the direction of the Chief Building Official, this position provides leadership and oversight of the plans review and inspections programs to ensure compliance and enforcement of the Ontario Building Code.
Job Title: Supervisor, Plans Review and Inspections
Salary: $97,208 - $113,705 per year (2024)
Reports To: Chief Building Official Department Development Services
Location: City of Kawartha Lakes, ON
Hours: Permanent, full-time, normal working hours are 37.5 hours per week with core working hours between 8:00am – 5:00pm EST.
Other: Combination of general office environment and occasional off-site travel. Attending meetings, conferences, and departmental emergency situations, which may be outside of normal business hours.
Specific to this role:
Provide leadership in the review of plans, inspections of buildings and construction and issuance of orders; ensure compliance with the Building Code Act and Ontario Building Code
Review and provide comment to the Planning division for Planning Act applications with respect to the Ontario Building Code, save and except items relating to Part 8
Represent the City in legal proceedings on matters relating to the Ontario Building Code
Prepare and present reports to Council, committees, task forces and members of the public relating to the Ontario Building Code
Act as Deputy Chief Building Official in the absence of the CBO.
Post-secondary degree in Engineering, Architecture or a related field
Minimum five (5) years of related progressive experience, preferably in a municipal environment
BCIN qualified in the following as set out by the Ministry of Municipal Affairs and Housing (MMAH) and the Building Code Act: CBO Legal, Small Buildings, Plumbing – All Buildings, Building Services, Building Structural, and Complex Buildings
Knowledge of and experience interpreting and applying the Building Code Act, Ontario Building Code, Occupational Health and Safety Act, municipal by-laws and other related legislation
Experience in court procedures and enforcement as it relates to the Building Code Act and Ontario Building Code
Strong technical code background
Demonstrated leadership and management skills at a level to ensure successful program and employee performance outcomes
Effective oral communication and strong interpersonal skills; excellent written communication skills; attention to detail, accuracy and follow-through
Demonstrated customer service skills at a level to develop and maintain cooperative and collaborative working relationships both within and outside the organization
Demonstrated knowledge and application of financial budget and business planning processes
Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
Demonstrated ability to exercise discretion and tact while maintaining a high degree of confidentiality at all times, complying with all applicable privacy legislation and
policies and procedures
Demonstrated proficiency in Microsoft Office, the internet and any other related software
Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to frequently attend work related activities at various sites within the municipality or at
other sites within Ontario
